Rivers Portsmouth Gaming LLC, the operator of Rivers Casino Portsmouth in Virginia, made a $25,000 donation on June 8, 2026, to Underground to Uplift PAC. This contribution supports political activities in the Commonwealth. The casino, which opened in 2023 after voter approval in Portsmouth, has established itself as a major economic contributor through job creation and tax revenue generation for the state.
The facility has attracted millions of visitors since its launch and has been recognized for its community involvement via its Rivers Gives charitable program. That initiative has provided more than $1.3 million in donations along with over 2,500 volunteer hours to more than 110 nonprofit organizations in the Hampton Roads area. The casino earned the CIVIC 50 distinction for two consecutive years as one of the most community-minded businesses in the region. Rivers Portsmouth Gaming LLC has also engaged in other political contributions within Virginia.
Records show additional support including a $50,000 donation to the Spanberger Inaugural Committee 2026, a $25,000 contribution to the Commonwealth Victory Fund, and $10,000 each to the Jones Inaugural Committee 2026 and Next Chapter PAC. Smaller amounts include $1,000 to Adams for Delegate – Kimberly and $1,000 to Carnegie. In the gaming sector, the company reached a historic agreement with workers in late 2025, approving Virginia’s first casino union contract with a 95 percent approval rate. This three-year deal includes raises totaling 15.95 percent over its duration along with health care and job protections. The casino has further demonstrated its local commitment through partnerships such as a $20,000 contribution and food donation to the Foodbank of Southeastern Virginia in 2022 as part of a community engagement program.
Portsmouth voters approved the casino referendum in 2020 with 67 percent support, paving the way for the $340 million development adjacent to Tidewater Community College. The project incorporated commitments to minority participation in equity contributions. These activities reflect the ongoing role of the gaming industry in Virginia’s economy and political landscape following the state’s authorization of casino operations in select cities.
