Democrat Minnesota Governor Tim Walz signed into law HF 44, a bill requiring public schools to provide “access to menstrual products” for students at no cost. The legislation mandates that these products be made available in restrooms regularly used by students in grades 4 through 12, with the directive specifically mentioning “menstruating students.”
The language of the bill reflects an inclusive approach, recognizing that gender identity may not always align with biological sex. While menstruation is a biological function exclusive to females, the bill’s wording acknowledges that some students who identify as male may still menstruate and therefore should have access to these products in boys’ bathrooms.
