Democrats in Virginia’s General Assembly are aware that their extreme bills have no chance of escaping the Republican Governor. Glenn Youngkin has the veto pen. But Democrats insist on introducing as many extreme left-wing bills as possible in the 2025 session.
Virginia Democrats are killing Republican bills with common sense that would protect Virginia children, eliminate taxes on tips, support women’s sports and increase freedom for Virginia families. This includes voting against a law requiring doctors to care for a baby who was born alive after a botched abortion.
Democrats have killed two Senate bills which would require that public school sports participation be determined by biological sex and not gender identity. Virginia Democrats are refusing to enforce Title IX protections despite widespread support. Democrats want to erase the gains women have made in order to compete at a high level of athletics.
As part of their attack on Second Amendment rights the Democrats have also advanced legislation that would place responsibility for crimes committed using a gun onto gun manufacturers or sellers – this is equivalent to suing car manufacturers for fatalities caused by accidents.

Here are some of the most extreme bills that were introduced during the first two weeks in 2025 Virginia’s legislative session.
Republican bills that Democrats killed before committee:
SB1079 A Senate Bill requiring that each elementary or secondary schools have sports participation based upon biological sex. ACLU denounced this bill, claiming in a bizarre way that banning transgenders from sports teams does not protect girls and called the bill discriminatory. Pekarsky, a radical Democrat from state, was only able to say that the bill “targeted kids”, and then made a motion against it.
SB1066 This legislation would require Family Life Education to include a lesson about gestation, which would include video recordings of ultrasounds at different stages of pregnancy. Virginia Education Association, the state teachers’ union spoke out against the bill, calling it “over-prescriptive.” Planned Parenthood referred to it as an “attempt” at antiabortion propaganda. The legislation makes no mention of abortions.
SB1346 A school choice law that provides a $5,000 scholarship to 10,000 low-income children for them to use in a private school. Virginia has almost no school choice options. While Republicans would love to see more, Virginia is currently the least. Van Valkenburg, a Democrat senator, called it a “redistribution upward of wealth” even though the funds were given to low-income households. Virginia Education Association was against it, because they wanted to control every child. The bill was defeated by a vote of 3-2.
Democrat Bills that passed out from committee or subcommittee :
HB1638 prohibits landlords who rent to tenants in properties deemed “affordable” from asking about criminal records, unless the Virginia Department of Housing and Community Development has created a model policy. The model policy is not yet known and may be altered by the next Governor. The bill was passed by the House with a party-line vote of 50 to 47 and will now be heard on the Senate floor.
HB1716 This legislation prohibits any person from restricting anyone else from obtaining contraceptives. Minor children are not exempt from this law. It is therefore legal for an adult to give birth control pills or any other form of contraception to a minor child.
SJ247 A constitutional amendment that establishes a right to an abortion as a fundamental. It would be illegal to punish or prosecute anyone who helps or assists a woman to have an abortion, regardless of how far along she is in her pregnancy. This means there are no age restrictions and no requirement for parental consent.
Tara Durant, a Republican senator from Virginia, proposed a amendment which would have required parental consent before an abortion could be performed. However, every Virginia Democrat voted it down and the amendment was defeated. Emily Jordan, a Republican senator from Virginia, proposed an amendment to ensure medical care in the event an infant was born alive following an abortion procedure. Democrats voted against this amendment as well. The original constitutional amendment passed, with 21 Democrats voting for it and 19 Republicans against the measure.
It is also necessary that the constitutional amendment passes next year. Then it will be put to the voters. A governor can’t veto legislation.
HB1608 This is a groundbreaking bill which could make firearms manufacturers or dealers liable for crimes that are committed with guns they manufactured or sold. It allows someone who has been injured as a result of an industry member’s actions or omissions to sue and receive compensatory or punitive damages. The bill was approved by the committee with a party-line vote of 12-10, all Democrats voting in favor.
The Democrats control the General Assembly with just 2 votes each in the House and the Senate. In November 2025, the entire Virginia House as well as the Governor’s Mansion will be up for elections.
