WASHINGTON — U.S. Immigration and Customs Enforcement demanded that Governor Abigail Spanberger and Arlington sanctuary politician not release Luzvin Garcia Moran. He is a criminal illegal alien of Guatemala, aged 28. He faces charges including abduction with the intent to defile a person, sodomy committed by force, or victim helplessness.

On April 14, 2026 ICE requested that the Arlington County Jail do not release this predator back into American Communities. Local reports claim that Moran approached his victim in the early morning hours of April 12, 2026. Moran pursued the victim and violently pushed her against a brick wall, and sexually and physically assaulted her. Moran chased after the victim and continued to assault her. Moran was able to escape when two good Samaritans intervened. However, local police tracked him down later and arrested him.
Arlington County Court records show that Moran has 25 previous charges, dating back as far as 2020. These include nine counts of intoxication in public, assault, battery, disorderly behavior, trying to disarm an officer and multiple probation violations.
Moran entered the United States unknown at a date and time.
Arlington County is only a few miles from Sanctuary Fairfax County where 75% of the murders committed by illegal aliens in 2026 were committed there.
Lauren Bis, Acting Assistant Secretary of State in Virginia, said: “Virginia’s sanctuary policies enabled this illegal alien go on a criminal spree.” This criminal, despite being arrested by law enforcement before, was released multiple times from jail before committing this heinous crime. We call on Arlington County sanctuary politicians, and Governor Abigail Spanberger, to promise not to release this criminal back into our community. How many times will they have to release criminals back into our communities before we see more innocent victims ?”
During the first few days of her tenure, Governor Spanberger issued executive orders that prohibited state cooperation with ICE and terminated 287(g), state and local agreements.
