Presumed at large: the rap sheets Congress says Fairfax let walk
The House Judiciary Committee's Oct. 20 staff report lists people ICE flagged and Fairfax County released anyway. The report says most are presumed to be at large. Some highlights from its case files, with all charges being allegations:
- Jiaxing Feng (China): more than 50 charges dropped, including 27 counts of fake ID possession and multiple counts of credit-card fraud, forgery and identity theft. The one surviving felony was reduced to misdemeanor trespassing, with a 30-day suspended sentence. Presumed at large.
- Jose Dagoberto Gomez Carranza (El Salvador): a documented MS-13 member, released repeatedly despite multiple detainers and arrested 19 times in three years. Charges including malicious wounding were dropped. ICE removed him in May 2026.
- Dominic Rivera Villanueva (Guatemala): arrested at a northern Virginia elementary school after students reported a man with a handgun. His felony destruction charge was knocked down to a misdemeanor, and later drug and larceny charges were dropped. Removed in January 2026.
- Bryant Gilberto Ayala Rivera (El Salvador): fentanyl distribution charges dropped, then a machete-brandishing charge dropped. He was arrested twice more in August 2026 and released again, despite a final order of removal. Presumed at large.
- El Moctar Mohamed M'Bareck (Mauritania): accused of forcing a woman into a car and trying to sexually assault her. The abduction-with-intent-to-defile charge was dropped and he was released despite a detainer. Presumed at large.
- Jean Pol Yapura Sanchez (Bolivia): charged with abduction, strangulation and cutting a phone line to block a 911 call. Every charge was dropped, and he was rearrested for domestic assault. Presumed at large.
- Josue Israel Bojorge Miranda (Nicaragua): three detainers and 39 charges in under two years. A felony robbery was cut to misdemeanor assault.
- Dirlo Alexander Castro-Hernandez (Honduras): more than 50 Fairfax charges, nearly all dropped, and released twice despite detainers. Removed in September 2025.
- Ernest Dankwa Berkoh (Ghana): about 40 arrests, with more than 25 charges dropped.
- Kenia Rebeca Vaquerano-Amaya (El Salvador): at least 10 arrests after ICE flagged her, including for assaulting an officer. Nearly every charge was dropped before ICE removed her in July 2026.
- Yoani Martinez Alberty (Cuba): rape and domestic assault charges dropped. Removed in October 2025.
- Fabricio Mateo Delgado Gonzalez (El Salvador): felony malicious wounding by mob reduced to simple assault, serving one month. Presumed at large.
- Also presumed at large, per the report: Gelver Oviel Vallecillo Romero, Maximilliano Cabrera Marquez, Ahmed Babiker Elkhalifa, Tenneh Samura, Khanh Ngoc Le and Wilmer Elijio Paxtor Maldonado.
The committee says this is only an initial look at a small slice of cases, mostly releases from January to June 2025, and that more is coming.
RVN has asked Descano's office for comment. The report's claims are drawn from records the committee says it holds, which have not been made public.
