'Not here for politics': Stephanie Minter's mother wants Descano gone
Fairfax police saw it coming and put it in writing.
On Nov. 15, 2025, after Abdul Jalloh was released from jail, Fairfax County Police Maj. Jeffrey Mauro emailed the office's chief deputy commonwealth's attorney: "it is not a question of if, but rather when [Jalloh] will maliciously wound (or worse) again." The House Judiciary Committee prints that email in its Oct. 20 staff report.
In February 2026, the report says, Jalloh stabbed Stephanie Minter to death at a northern Virginia bus stop. Citing news coverage, it says he had more than 40 prior charges in Fairfax County, including an alleged 2018 rape, four alleged stabbings and two alleged assaults, and that Descano's office dropped charges "in almost every case." The report says the sheriff's office repeatedly released him despite ICE detainers.
Her mother, Cheryl Minter, went to Washington. In her May testimony to the immigration subcommittee, she said:
"I am not here for politics. I am here for accountability. I am here because a system failed my daughter. ... When policies protect people who are a known threat, innocent lives are put at risk. When warnings are ignored, families like mine pay the price."
The report says she is working with groups to begin a recall campaign against Descano, whom she calls "as dangerous as the criminals themselves." One of Stephanie's brothers is quoted: "Steve Descano completely failed Stephanie. He's failed other people, and he will continue to fail other people unless he is just voted out of office."
Descano's answer, according to the report, came in a September letter to the committee, which blamed one of Jalloh's prior victims and two witnesses for the cases that were never prosecuted. A police warning in writing and a family that says the death was preventable are what voters will be weighing.
RVN has asked Descano's office for comment. The report's claims are drawn from records the committee says it holds, which have not been made public.
