Mama's Chicken: How a $750,000 'license shell' became the heart of the Lucas bribery case
It had a name like a fried-chicken stand. Federal prosecutors say it was something else: a $750,000 bet by state Sen. Louise Lucas on a recreational marijuana license that her position in the Senate could help deliver.
The story of Mama's Chicken LLC, as told in the indictment unsealed Oct. 22, is the core of the bribery-based honest services count against Lucas. She is presumed innocent and has called the case an effort to silence her.
The buy-in
According to the indictment, an unnamed, unindicted co-conspirator, "UCC #2," organized Mama's Chicken in Delaware on Aug. 17, 2022. Five days later, Lucas contracted to buy it for $1,050,000. That month she paid $750,000 for 100% of a company prosecutors call "the shell holding company for which UCC #2 and LOUISE LUCAS expected to obtain a Virginia recreational marijuana license." If no license materialized by the end of 2025, UCC #2 would refund $525,000.
Prosecutors say Lucas did not report that interest on her state economic-interest forms. During those same years, she listed herself on the forms as president/CEO of Virginia Freedom Life, the company behind The Cannabis Outlet.
'Chief Co-patron'
By October 2022, Lucas was pushing to get her money back, the indictment says. Three years later, on Nov. 15, 2025, she allegedly texted UCC #2 to remind him who would be carrying the bill:
"you know I will be carrying the legislation as the Chief Co-patron. Yes, we can make a lot of money but, before we start down that road again; how about we begin with you sending at least a good faith payment of the money you owe me with arrangements for the balance. Then we can talk about future business plans."
Prosecutors cite the text as an overt act in the scheme charged in Count 4.
The FBI's $100,000
On Jan. 30, 2026, during the General Assembly session, UCC #2 came to Lucas' legislative office in the Capitol complex "per her request," according to the indictment, and handed over a "partial repayment." The money came from the FBI: "The $100,000 was provided to UCC #2 by the FBI."
Count 4 alleges that Lucas "demanded and accepted" the $100,000 "in exchange for continuing to work to direct a license to UCC#2."
With UCC #2 still in the room, prosecutors say, Lucas called the president of the Virginia Cannabis Association to announce they were "back in the same tent again." She also asked UCC #2 for marijuana "samples" to try the next day.
'Too old to not be greedy'
At the Jan. 31 meeting in Portsmouth, Lucas allegedly described licensing as her way to "get generational wealth and this is my last chance." On Feb. 9, with retail-sales legislation pending, she allegedly told UCC #2: "this is our last chance at generational wealth . . .. I've got too old to not be greedy."
By March 11, the indictment says, Lucas was on a call with two unnamed fellow legislators and her daughter Lisa Lucas-Burke. On that call, she allegedly said: "we trying to disqualify somebody [UCC #2] until he pays me back my money."
Questions for the Senate
If prosecutors prove their account, the Senate's president pro tempore will have used a public licensing process as leverage in a private money dispute. The Senate's Democratic leadership has so far urged restraint; Majority Leader Scott Surovell said Lucas "is entitled to the same presumption of innocence that every American receives." It remains unclear whether she will keep her Finance gavel, the Virginia Mercury reported.
The indictment does not say Mama's Chicken ever received a license. It also does not name UCC #2 or the legislators on the March 11 call.
