More than $1.5 million to one supplier: The money trail feds say fed the Lucas store
Sen. Louise Lucas has publicly framed the federal case against her as political. The indictment against her, however, devotes page after page to something more mundane: invoices, deposits and deliveries.
Prosecutors say The Cannabis Outlet, the Portsmouth store Lucas owns, was supplied by a network stretching from Danville to Norfolk. They also say money flowed back to her family. Lucas and her co-defendants are presumed innocent.
The Danville connection
Co-defendant Prince Albert William Hudson III owns Agri-Carter LLC and Regal Industries LLC, which does business as Exotic World, a CBD store on Arnett Boulevard in Danville. Prosecutors call him "a regular supplier of The Cannabis Outlet." They say he "derived a significant majority of his business and revenue" from it.
The indictment lists Cannabis Outlet payments into Agri-Carter's Fulton Bank account for 23 straight months, from January 2024 through November 2025. Each month from March through June 2024 topped $120,000. By RVN's count of the indictment's minimum figures, the total exceeds $1.5 million.
Prosecutors say the money also moved the other way. From July to November 2025, the Agri-Carter account sent nine payments to Lucas' daughter Theresa Lucas-Lamb, totaling $23,900. She had been "forced out of the business by her mother in the Fall of 2024," according to the indictment.
Hudson even advertised the connection, prosecutors say. A January 2023 Facebook post showed him with Lucas and Carlton Upton Jr. Other photos showed him inside "what appear to be large marijuana grows."
Boxes and a red duffle bag
On March 27, 2026, according to the indictment, Lisa Lucas-Burke told her mother that Hudson was coming with the "stuff." He arrived at The Cannabis Outlet with six large boxes and left with "a large red duffle bag." An earlier delivery, on Nov. 3, 2025, came three days after Ryan Eichelberger allegedly told an undercover officer that a load of "product" was due that day. Hudson delivered two more large boxes on Nov. 26, according to the indictment.
On May 6, federal agents searched Hudson's Danville store and recovered marijuana, the indictment says.
Norfolk: seven pounds seized
A second supplier, unnamed in the indictment and not charged, ran High-In-Wellness on Pickett Road in Norfolk. The indictment lists more than $415,000 in Cannabis Outlet payments to him over 11 months, by RVN's tally. On Aug. 13, 2025, Norfolk police seized seven pounds of marijuana shipped to that shop, according to the indictment. Investigators later made controlled buys there.
'Middleman'
The newest name in the alleged chain is Tameka Johnson. In texts the indictment quotes, Eichelberger asks Johnson to "pull up Friday with some flower." Johnson tells him, "I'm giving U some good prices now." On March 7, 2026, prosecutors say, Lucas herself discussed Johnson with her grandson as a "middleman" for supply.
On April 28, Lucas allegedly asked Eichelberger where he would get "the flower." His answer, per the indictment: "(UCC #2) and -- and Prince and Tameka."
Earlier: a question about law enforcement
The indictment says the buying began years earlier. On April 19, 2022, the day of a meeting at her County Street office in Portsmouth, Lucas allegedly asked a seller whether the seller was a member of law enforcement before buying three to five pounds. Lucas-Burke allegedly paid with a $6,600 Virginia Freedom Life check that bounced, and Lucas covered it in June 2022 with a check from Backyard Entertainment LLC. Another seller allegedly supplied about 100 pounds in 2022–23 for $100,000 to $150,000.
Count 3 charges all seven defendants with conspiring to launder the proceeds.
Source note: All allegations come from U.S. v. Lucas et al., No. 4:26-cr-00075 (E.D. Va.), Doc. 3 (Overt Acts ¶¶8–13, 18, 24, 27–110 as relevant; Count 3). The totals are RVN arithmetic on the indictment's "more than" figures and are minimums. The theme of Lucas' political framing is from the Virginia Mercury. Fact gaps: UCC #1 and the "ICC" sources are not named. The reason for the payments to Lucas-Lamb is not stated in the filing.
