Loudoun Data Center Pause Advances Despite Umstattd No Vote and Grid Fight

Loudoun supervisors advanced a yearlong pause on new data center applications 7-1-1 on Sept. 16, with Kristen Umstattd opposed and Caleb Kershner abstaining.

Chair Phyllis Randall cast the move as time to rewrite rules, not an illegal indefinite moratorium. Attorneys warned any freeze must be time-limited and apply only to new filings.

The vote lands amid homeowner resistance to Dominion’s Golden to Mars high-voltage project and years of complaints that Data Center Alley outran local controls.

Final action is expected in October — a test of whether the board converts process into enforceable limits.
