Henrico HVAC FOIA Exposes Years Old Tickets and Classrooms in the 90s

FOIA records obtained by WWBT show Henrico schools carrying 624 open HVAC and facility tickets, including some dating to 2023 and dozens older than a year.

Chief of Operations Greg Dunaway admitted the tracking system is not a full and accurate picture after starting in August. A new maintenance contract began Sept. 1 and a dashboard went to the School Board Sept. 10, but teachers still report 80- and 90-degree rooms and mold-humidity complaints at multiple elementaries.

Parents and taxpayers now have a paper trail showing deferred tickets and emergency AC failures in special-needs classrooms — pressure points for School Board oversight.

County emergency managers treat indoor spaces at or above 84 degrees as a prolonged-exposure risk, underscoring the gap between policy guidance and classroom conditions.
