Clean Virginia Says Late Dominion Merger Concessions Show Incomplete Application

Clean Virginia said Dominion and NextEra's decision to unveil substantial new customer benefits after the merger review was underway shows their original State Corporation Commission application was incomplete.

Executive Director Brennan Gilmore said approval does not hinge on assembling an attractive benefits package but on whether the change in control risks reliable service at rates Virginians can afford. The group has urged a longer SCC review window and remains critical of corporate influence in utility regulation.

NextEra CEO John Ketchum told the commission the initial application meets the legal standard and that new commitments respond to feedback on affordability, local presence, workforce and economic development. Hearings are scheduled for November with a decision expected in January.
